Role & responsibilities

The Data Systems Implementation Team Lead is in charge of a remote team of eight system implementers. They ensure the team is able to deliver complex data systems implementation projects, including DHIS2 systems deployments, campaigns digitisation using IASO, DHIS2 or other systems deployments. Working under the Chief Data Officer and as part of the Delivery Leads team, the DSI Team Lead collaborates with other team leads to facilitate the delivery of Bluesquare projects.

Develop Systems Implementation services

With his deep understanding of Bluesquare’s resources, tools and projects, the  DSI Team Lead is responsible for coordinating the definition of Bluesquare’s offer for Data Systems Implementation, and structuring this offer along clear requirements for resources and investments in the Data Systems Implementation team.

  • Know and understand Bluesquare’s portfolio of technical solutions, and understand their capabilities and limitations.
  • Work with Project Managers, Country Leads and Practice Leads to Identify the needs expressed by clients and define technical solutions that can answer them.
  • Identify capacity requirements in the team to develop and deliver our technical offer.
  • Work with technical teams to develop and implement new solutions that can be offered to clients in projects.
  • Document solutions and their requirements. Work with the PM Lead to develop project management guidelines for each technical solution.

Team Management

The DSI Team Lead manages a remote team of 8 persons, and ensures the team is adequately trained to deliver projects. They coordinate with Project Managers to plan the working time of the team.

  • Monitor  implementers’ workload current and forecasted, and ensure the team is staffed appropriately.
  • Provide support to team members and help them develop solutions to their challenges.
  • Ensure team members have the right skillset to deliver projects. Help them strengthen their capacities, mobilizing resources available within the organization and outside.
  • Set up objectives for team members and support their career growth.

Project Implementation

The DSI team lead supports the  implementation of projects, monitoring the feasibility of the solutions offered and weighting on the adequation between projects objectives and available resources.

  • Validate technical capacity to deliver on identified opportunities or projects.
  • Monitor the main technical challenges to be delivered in ongoing projects.

Coordination

The DSI Team Lead coordinates with other team leads and team members to ensure an optimal coordination between the DSI team and other teams.

  • Interact with other team leads in the delivery team to optimize the organization of the delivery team.
  • Engage with dev team to be informed of product roadmaps and strategy and adjust team trainings accordingly

Business Development

The DSI team lead participates in the elaboration of project proposals and advises Practice Leads in the development of solutions Bluesquare can offer in its projects. They also have a role in spotting opportunities, and evaluating Bluesquare’s ability to answer them.

The Data Systems Implementation team lead is part of the Delivery Team. This team is in charge of organizing and delivering projects at Bluesquare.

Profile

We are looking for an experienced candidate with strong project management and technical skills, notably:

Required

  • Working experience in large International Development or Global Health projects
  • Master degree in a field related to health information systems (epidemiology, health informatics…)
  • Working experience with DHIS2, leading implementation projects
  • Experience in team coordination
  • Experience with collaboration in remote working settings
  • Excellent oral and written communication in French and English

Preferred

  • Experience with data analysis (e.g. R, Python)
  • Experience with BI tools (Tableau and Power BI) is a plus
  • Notion of GIS
  • Experience designing tools and processes
